Private Development

As might be expected from a firm with more than 30 years experience throughout New York and western New England, we have worked on a broad range of projects. A large portion of these include private developments such as housing developments, commercial and retail developments, industrial complexes, educational and institutional campuses as well as projects with proposed mixed-use developments. These projects range in size from a couple of hundred square feet to a couple of thousand acres and are located in rural, suburban, as well as urban areas, each requiring cultural resource management work scopes tailored to their specific needs. These studies included background research and sensitivity evaluation, archeological survey and data retrieval, as well as public education.

Luther Forest Technology Campus, Town of Malta, Saratoga County, New York. By participating in the Luther Forest Technology Campus (LFTC) Project, Hartgen successfully assisted the LFTC Economic Development Corporation (LFTCEDC) in meeting the requirements of Section 106 as part of the US Army Corps of Engineers (Corps) permitting process. The LFTC project site includes a 1,350-acre tract of land for the construction and operation of a nanotechnology manufacturing center, commercial venues, and residential housing. Infrastructure needed for the project site includes off-site improvements such as roads, electric power, sewer, water, telecommunications, and natural gas. Development of LFTC includes a long range plan that will occur in four phases over a 15- to 25-year build-out period. Over a period of three years, Hartgen completed archeological work of the entire project. Phase I investigations of the project site and all of its infrastructure components identified 34 archeological sites. Hartgen completed Phase II site evaluation and Phase III data recovery of sites within the area of initial development. Hartgen developed a Historic Properties Management Plan (HPMP) for the remainder of the archeological sites located in areas of future development to protect the resources during construction. As a result of this work the Corps permit was issued.

Carvel Development, Towns of Pine Plains and Milan, Dutchess County, New York. The Carvel Property Development is a 2,200-acre development in northern Dutchess County undertaken by the Durst Corporation and Landmark Land Company and consists of a master planned golf and recreational vacation and second home community. From 2005 to 2007, areas of proposed development were subjected to Phase I archeological investigation by Hartgen Archeological Associates, Inc. (HAA, Inc.) as requested by the local planning board (the lead agency) for its review of the project under the State Environmental Quality Review Act (SEQRA). The archeological study resulted in the identification of seventeen archeological sites, sixteen historic and one precontact. Hartgen subsequently conducted Phase II archeological studies on five of the identified historic archeological sites that are to be directly impacted by the project. To assist with the Environmental Impact Study (DEIS), Hartgen also developed an Avoidance Plan to protect and preserve those sites that were not to be directly impacted by the construction.

Albany Convention Center, City of Albany, Albany County, New York. As part of the Master Plan and the Environmental Impact Statement (EIS) for the proposed Albany Convention Center in downtown Albany, Hartgen has completed a detailed Phase IA archeological sensitivity assessment report. This area in downtown Albany is known to be rich in historic resources. The site lies near the historic Dutch outpost of Fort Orange built in 1624 and within the area of the later stockaded British town. The proposed site includes a standing circa 1730s house and several later 19th-century storefronts. Utilizing the resources of the Phase IA, Hartgen is working with the Albany Convention Center Authority and the State Historic Preservation Office (SHPO) to coordinate the Phase IB field testing.

Eagle Mountain Resort, Town of Mamakating, Sullivan County, New York. Hartgen was retained by to conduct a Phase IA literature review and archeological sensitivity assessment for the proposed 800-acre Eagle Mountain Resort in the Town of Mamakating, Sullivan County, New York. The cultural resource survey was undertaken to comply with the State Environment Quality Review Act (SEQRA).

Rensselaer Polytechnic Institute Biotechnology/Interdisciplinary Studies Building and Related South Campus Improvements Project, City of Troy, Rensselaer County New York. Hartgen was retained by the Rensselaer Polytechnic Institute (RPI) to conduct a Phase IA sensitivity assessment and Phase IB archeological field reconnaissance for the proposed Biotechnology/Interdisciplinary Studies Building and Related South Campus Improvements project in the City of Troy. The study was conducted at the request of the City’s Planning Commission as part of the Environmental Impact Statement for the project. The Phase IB program resulted in the identification of two privies, a cistern, and 19th-century artifact deposits, deemed a National Register eligible archeological district by the OPRHP. As a result, a Phase III data retrieval investigation was conducted on the areas of impact in the site. This entailed close coordination and cooperation between Hartgen, RPI, the City of Troy, and the OPRHP. The excavation lasted nearly three months and encountered over 75 archeological features and thousands of artifacts related to mid to late-19th century life in Troy. A day for the general public to view the site was organized in June 2002 to show the archeological features and artifacts discovered. This provided the opportunity to disseminate the information gained from the College Avenue Site to the general public.

Lamell Subdivision, Town of Essex, Chittenden County, Vermont. 2002 Phase II and Phase III Archeological Evaluation and Data Retrieval Investigations, These investigations examined two Late Woodland precontact sites for National Register Eligibility and found one of them eligible. That site was subjected to Phase III data retrieval and the housing development went ahead.

Manchester Country Club, Town of Manchester, Bennington County, Vermont. 2003 Phase I Site Reconnaissance and Phase II Site Evaluation Investigations (Sites VT-BE-271 and VT-BE-272), This project identified and evaluated two precontact sites for an expansion of a private country club. Through site avoidance and evaluation the project moved forward.

Burr and Burton Academy Mountain Campus, Town of Peru, Bennington County, Vermont. 2007 Phase I Archeological Survey for the Phase I reconnaissance survey was conducted for this environmental studies campus in the Green Mountains. Testing in sensitive areas adjacent to streams and wetlands did not identify any archeological deposits, allowing the project to move forward.
